Public Works Landscape Manager

Location: 250 N Ventura Rd., Port Hueneme, CA 93041
Salary: 95,264.00-130,083.20 Annually

Definition of Position

Under general direction of assigned management staff, supervises and coordinates landscaping/maintenance activities and operations in parks, beaches, public landscapes, medians and open space areas; provides day-to-day management of landscape crews, including the preparation of administrative and operational reports and recommendations; ensures work quality and adherence to established policies and procedures; performs the more technical and complex tasks relative to assigned area of responsibility; and performs related work as required.

Example of Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  1. Coordinates the organization, staffing, and operational activities for the landscaping/maintenance program including directing the maintenance and repairs of City parks and street trees, developing schedules for seasonal pruning and planting, and overseeing the activities of irrigation and repair crews; inspects and reviews the condition of parks, street trees, medians, landscaped areas and grounds.
  2. Participates in the development and implementation of goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures; monitors work activities to ensure compliance with established policies and procedures.
  3. Participates in the selection of assigned staff; provides or coordinates staff training; develops training plans; writes and administers performance evaluations; works with employees to correct deficiencies; implements discipline procedures.
  4. Responds to public service calls; investigates complaints related to area of assignment; initiates appropriate action; investigates and prepares incident reports; provides necessary follow-up action.
  5. Conducts safety training, communicates safety standards, and conducts briefings; investigates safety incidents.
  6. Develops and administers programs such as the application of herbicides, pesticides, and fertilizers.
  7. Secures and administers maintenance contracts and contractors relating to landscaping; oversees the work of contractors, including use of materials and work methods. 
  8. Plans, organizes, directs, supervises, and empowers the landscape maintenance staff to complete assigned work with established work schedules; checks on status of work crews and jobs during the day and provides technical assistance; inspects progress of work for quality and proper use of resources.
  9. Evaluates operations of landscape division, recommending improvements and modifications; provides quantitative analysis on landscape maintenance work operations and service delivery.
  10. Determines material and equipment needs; plans, procures, and allocates materials, tools, equipment, and other supplies; prepares equipment specifications; maintains expenditure log for materials and service.
  11. Acts as the City Arborist with responsibility for tree palate and inventory, scheduling of seasonal planting and pruning, tree risk assessment, tree care practices, reports, and presentations.
  12. Performs complex and technically complex work of the landscape division; coordinates assigned activities with those of other divisions and outside agencies and organizations.
  13. Maintains records concerning operations and programs; prepare reports on operations and activities.
  14. Performs related duties as assigned.

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Operational characteristics, services, and activities of assigned public works maintenance program.

Principles of supervision, selection, training, performance evaluation, and discipline.

Principles, methods, tools, and equipment used in landscape maintenance.

Operation and maintenance of equipment and tools used.

Safe work methods and safety practices.

Tree palate and inventory, scheduling of seasonal planting and pruning, tree risk assessment, tree care practices.

Proper use and control of pesticides.

Use of irrigation systems and methods of pest control.

Principles and procedures of record keeping.

Principles of business letter writing and report preparation.

Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Pertinent federal, state, and local laws, codes, and regulations.

Ability to:

Coordinate and direct assigned public works programs.

Supervise, direct, and coordinate the work of lower-level staff.

Select, supervise, train, and evaluate staff.

Schedule and coordinate personnel and equipment.

Maintain an effective safety program.

Coordinate activities with other City departments and outside agencies.

Conduct studies of assigned operations.

Prepare clear and concise reports. 

Assist in the development of equipment standards and specifications.

Analyze administrative problems, evaluating alternatives, and make creative recommendations.

Plan, estimate, coordinate, schedule and evaluate the work staff completing a variety of work including compliance with appropriate codes and standards.

Read and interpret plans, maps, specifications, and manuals.

Operate and maintain relevant equipment and tools 

Identify and implement effective courses of action to complete assigned work.

Inspect work of contractors.

Plan and organize work to meet changing priorities and deadlines.

Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.

Learn and apply new information and skills.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines:

Education/Training:

Equivalent to the completion of the twelfth grade supplemented by college level course

work in arboriculture, horticulture, forestry entomology, plant pathology or a related

field.  A Bachelor’s degree is desirable.  

Experience:

Five years of experience in the maintenance and management of parks, landscaped

areas, street tree and shrubs maintenance and management including one year of

administrative and/or lead supervisory experience.

License or Certificate:

Possession of a valid California driver's license and satisfactory driving record.

Possession of a Certified ISA Arborist license.

Possession of a Pest Control Advisor and Qualified Applicator license is desirable.

Environment: While performing the duties of this Job, the employee is occasionally exposed to hazardous materials, moving mechanical parts; high, precarious places; in all outside weather conditions, exposure to traffic and risk of electrical shock. The noise level in the work environment is usually moderate to loud, including work in and around construction sites.  Occasional weekend or evening work.

Physical: While performing the duties of this class, employees are regularly required to sit; talk or hear, in person and by telephone; use hands to finger, handle, feel or operate standard office equipment; reach with hands and arms.  The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 60 pounds, with or without mechanized assistance. 

Vision: See in the normal visual range with or without correction.

Hearing: Hear in the normal audio range with or without correction.
